Under general direction, plans and designs the construction of complex or specialized projects, which usually involve design and construction spanning several years and result in a new building, a major addition, or renovation from inception to completion; independently manages and defines scopes of work for various types of projects from typical repairs and renovations of existing facilities to new brick and mortar construction projects with varying complexity and wide range of dollar valuations; performs contract administration and oversight of vendor performance for compliance with established scope of work.
This is the advanced-journey level in the Capital Projects Management Specialist series. Incumbents independently manage the most complex capital projects, which are defined as projects that require complete resources and are highly integrated with almost every technical field, politically sensitive projects, projects that have significant state and federal regulation compliance, and/or have a project valuation of at least five million dollars. Incumbents also provide training to lower-level staff and direction over subcontractors and consultants. At the advanced journey level, assignments are given with general guidelines, and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products or services. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.
Typical Duties:
Serves as project manager on a variety of large and complex multi-year capital projects, which includes overseeing the planning, integration, quality, and procurement management.
Initiates projects by defining a scope of work, schedule, and reviewing/approving a budget or suggesting an appropriate budget; oversees contract administration and project management of capital building programs, modifications, or maintenance projects; oversees the payment of invoices for contracted services, ensuring invoices are accurate and within agreed parameters.
Prepares and/or directs the preparation of plans, estimates, maps, property descriptions, detailed drawings, and specifications; makes preliminary designs and estimates for determining budgetary needs for construction and design projects.
Conducts studies of existing and proposed buildings and alterations; estimates project cost; advises on project feasibility; prepares reports and recommendations on findings.
Acts as a liaison with contracted architects, engineers, contractors, and County department staff.
Manages special projects; researches and analyzes information and statistical data; conducts research and surveys; prepares complex correspondence, reports, and other documents; makes oral and written presentations; negotiates effective solutions to difficult problems.
Ensures compliance with federal, state, local, and County policies and procedures.
Attends meetings, conferences, workshops, and training sessions and may represent the Capital Projects Division; works with other government agencies, civic and community organizations, professionals, and consultants.
EITHER PATTERN I
Experience: Two years of full-time experience as a Capital Projects Management Specialist II in San Joaquin County service.
OR PATTERN II
Education: Graduation from an accredited four-year college or university with a major in construction management, architecture, facility planning, engineering, or a closely related field.
Experience: Three years of full-time progressively responsible experience in construction management, capital projects planning, managing the construction and design of small to moderate size capital improvements, construction, and/or deferred maintenance projects.
Substitution: Completion of Construction Manager-in-Training Level 4 issued by the Construction Management Association of America, Certified Associate in Project Management issued by Project Management Institute, or possession of valid certification as an Engineer-in-Training issued by the State of California may substitute up to two years of education.

License: Possession of a valid California driver’s license.
